    Guidelines for the Provision of Garbage Reception Facilities at Ports Under MARPOL Annex V

    This report offers guidelines for the provision of adequate port reception facilities for vessel-generated garbage under the requirements of Annex V of the International Convention for the Prevention of Pollution From Ships, 1973 (MARPOL 73/78), Regulations for the Prevention of Pollution by Garbage from Ships. MARPOL Annex V prohibits at-sea disposal of plastic materials from vessels, and specifies the distance from shore at which other materials may be dumped. Annex V also requires the provision of port reception facilities for garbage, but it does not specify these facilities or how they are to be provided. Since the at-sea dumping restrictions apply to all vessels, the reception facility requirement applies to all ports, terminals, and marinas that serve vessels. These guidelines were prepared to assist port owners and operators in meeting their obligation to provide adequate reception facilities for garbage.     What a Tangled Web: Local Property, Income and Sales Taxes

    While local option sales taxes (LOST) have become an important revenue source for local governments, there has been concern about the distribution of LOST revenues: the uneven distribution of sales tax bases may have introduced a new source of fiscal inequality and exacerbated existing fiscal disparity. Using Georgia county data (N5159, 1970-2000), this study examines whether and how LOST have affected local fiscal disparity. Our findings suggest that the effects of LOST on fiscal disparity vary with the approach to measure revenueraising capacity; thus the issue of LOST distribution is sensitive to the underlying conceptualization of '"fiscal equity.

    Incentives for faculty participation in professional service at selected public urban universities in Virginia

    The purpose of this exploratory study was to determine if urban universities truly support faculty in carrying out the universities\u27 self-stated commitment to professional service. Professional service refers to significant professional activities outside the categories of teaching and scholarship that draw upon one\u27s professional expertise in his or her academic discipline. A secondary purpose was to identify the incentives universities employ to encourage professional service.;Two public, urban universities in Virginia were studied for this project. The population for this study consisted of two groups at each of the two institutions: full-time faculty currently involved (within the past five years) in professional service activity and the continuing education administrator.;The case study approach was used and included content analysis of institutional documents related to professional service and survey analysis.;The main research question addressed was: at institutions which claim professional service as central to their mission, are there incentives or rewards for faculty participation? Five subsidiary research questions were also addressed: (1) Do institutions clearly define professional service? (2) Do institutions have clear cut incentives and rewards for professional service? (3) Are there negative consequences for faculty who engage in professional service? (4) Do institutional policies exist for evaluating professional service? (5) Do institutional leaders actively support professional service?;It was concluded that few incentives exist for faculty who choose to participate in professional service activity. From the perspective of the faculty respondents, this mission of continuing education and professional service as well as other non-research roles are not attractive areas to devote much professional time to, as the time spent on such activities competes with research time and instructional activity which represent greater potential for personal reward. Also, it was concluded that the definition and policy for professional service are often fragmented and vague.;The generalizability of the findings are limited because the faculty participants in this study hold appointments at public, urban universities. Similar studies including a larger number of faculty participants employed at different kinds of institutions would be helpful. Also, further study is needed on specific criteria for evaluating faculty professional service and the leadership role for professional service within the institution

    The role of communications in preventative medicine and health promotion: The Kilkenny health project

    Mortality rates for coronary heart disease in Ireland are amongst the highest recorded in the developed countries which provide reliable statistics. It is the consensus of health authorities worldwide, that a health promotion programme, aimed at the population as a whole can effect a reduction in the risk factors associated with the onset of coronary heart disease. The main objective of such a programme is to improve the length and quality of life. However, the probability of reducing health care costs through preventative medicine, is an added incentive, especially to a country such as Ireland which has limited public funds. Coronary heart disease prevention programmes in countries such as Finland and the United States of America were said to have been successful in causing a reduction in the incidence of, and the risk factors associated with coronary heart disease. This prompted the appeal by the Irish Heart Foundation to the Department of Health to initiate a similar programme in Ireland. The Kilkenny Health Project, the first programme of its kind in Ireland was set up in 1984. A baseline survey was carried out in County Kilkenny to be followed by a five year health promotion programme and a post programme survey. The effectiveness of the health promotion programme would be measured by the pre and post surveys and also by a comparison with a reference County, Offaly. In Offaly, there would be no health promotion between the first and final surveys. The aim of this study is to examine the elements of a community health promotion programme, and in particular the aspects of such a programme where the likelihood of a successful outcome is enhanced by effective communication. As a first step we examine theories of communication which are relevant to such a programme. Next we look at two models of coronary heart disease prevention programmes and also at aspects of public communication campaigns where failure to achieve the stated objectives of the programme was attributed to a lack of effective communication. One of the problems here is that despite the importance of health promotion, there are few comprehensive and adequately researched programmes to act as a model, and none of these which are available is based in Ireland. We then examine in some detail, the health promotion or education programme of the Kilkenny Health Project, to see how effective the use of communications was in making the population of Kilkenny aware of the existence and objectives of the project. This examination embraces the pre programme planning, the ongoing evaluation by postal surveys and an exercise in formative research through original field-work. Finally we look at the results of a postal survey carried out in Kilkenny and in the reference County, Offaly, at the half way stage of the programme (two and a half years). This gives us an indication of how successful or otherwise the public health communication campaign was in communicating the project message to the population of County Kilkenny, and justifies making recommendations for future work in Ireland in public health campaigns

    'Das vorliegende Projekt untersucht die komplexe Beziehungsstruktur zwischen Erwerbsarbeit und Privatleben in acht west- und osteuropĂ€ischen LĂ€ndern. ZunĂ€chst werden die Determinanten geschlechtsspezifischer Arbeitszeitmuster in den ausgewĂ€hlten LĂ€ndern analysiert. Als Datenquelle dient eine internationale, im Rahmen des FĂŒnften Rahmenprogramms durchgefĂŒhrten Umfrage (‚Households, Work and Flexibility' HWF). Im zweiten Kapitel untersuchen wir auf Basis der gleichen Datenquelle mögliche Einflussfaktoren auf die Berufszufriedenheit und fokussieren dabei geschlechtsspezifische Differenzen. Ausgehend von offiziellen Datenquellen (EUROSTAT und OECD) werden im dritten Kapitel Erwerbsmuster aus einer Lebensverlaufsperspektive im Überblick dargestellt. (Autorenreferat)'The following report contributes to our knowledge about labour market behaviour in an enlarged Europe with a special focus on gender aspects and on cross-national settings embedded in different welfare state architecture. First, we deal with the determinants of cross-country variations in gendered employment patterns by drawing on the 'Households, Work and Flexibility' (HWF) survey. Second, we use these data to investigate which factors make employees more or less satisfied with their jobs, with a special focus on gender aspects. Third, we look at employment patterns from a life course perspective in an enlarged Europe by using official data from various sources (OECD, Eurostat). Finally, drawing on the Eurobarometer Surveys on Time Use EB 60.3 (EU-15) and CCEB 2003 (Candidate Countries), we investigate female labour market participation over the life course.'
